He had a heavy understanding of the importance of his role as a senator and a clear understanding of the relationship between the Senate and the president. He did not confuse the two. He knew of the separation of powers and the special responsibilities that each had. It’s as if he had studied at length—and perhaps he had—how these relationships had existed in the past, imperfect as they were, and that he was determined to create a new relationship that would best serve the country, and I think he did that in large measure. He served as a model for all of us. I know he served as a model to me.
